+Stephen F. Heffner I will try to explain myself better, so I can better understand what you are pointing.

I tend to compare computer architecture roughly with standards, like USB, HDMI, AAA battery... the standard doesn't defines how you should implement it, but defines clearly the boundaries, how it interact with the world, it's limits. So, in some points a standard defines what the engineer must do (size, shape, electric connections), but usually in order to encapsulate the device.

I think you can get the idea, and that's why I see architecture much more as a definition of constraints and encapsulation -- i.e., what the programmer should not do. A structure to follow. Interfaces. Sometimes you also need to say: this algorithm ABC must be implemented, along that structure. That's ok, it's part of the engineering process, and in a way it's also a constraint :-) But I see algorithms as something apart from architecture, albeit related and important (even the algorithm may be just specified).

In short, architecture defines the structure that the implementation must follow, not the implementation itself. And no amount of implementation can replace architecture, because when code defines a structure, it's a side effect, not an enforcement. IMHO.
