It's hard to compare one increase over 3 years with another over 6, but if we look at the latter and posit a 35.5% increase in riding over 3 years, a 20% increase in collisions doesn't look so bad.  It means greater safety per-bicyclist.  It would be nice if there were resources here such as a link to the base data, but at first glance it seems to be in line with Jacobsen's "Safety in Numbers" findings (which work for pedestrians as well as bicyclists).

The bigger picture would have to take into account the number of these new riders who used to drive cars.  America has been driving less, and the safety benefits have been dramatic.
