My questions: did the study consider & control for students with physical & learning disabilities? What about pre-university computer literacy & digital divide?
It's not just because laptops are distracting — but because taking notes by hand forces you to actively listen.

Interesting concept, but probably difficult to implement. 

"Voting ends 15 minutes before the elected representative is required to place their vote." Congressional vote times change frequently, can be delayed often and then happen suddenly.   

To vote in the online system will a participant be required to read the bill, in full? Should he or she?

A new political party, designed by software devs and engineers, is joining the race in California. If elected, PlaceAVote's Congressional candidates vow to decide on every bill based on the majority vote of their constituents--as measured via online polling. Could that sort of direct, digital democracy improve how Congress works? Would it make government more dysfunctional? (Is the latter even possible?)
