There are two compartments in them, one with a phone for the public that gives direct connection to the police. A lower locked compartment has a phone with a dial in it for police use. A common key works all boxes and posts in a particular police force's district.
The light on the top lit up when a policeman was needed - these date from before the police had radios.
They are typically made of cast iron (the Tardis style boxes were concrete structures) with the bases well buried in concrete foundations. Almost impossible to shift or knock over.
The black panel with writing on it was glass and internally lit.
The normal colour was a dark blue (think Tardis blue) but there were other colours used. This pale one is a City of London Police post - they've retained a few.
Most remaining posts and boxes have preservation orders on them; they are a nice little piece of historic street furniture.
I used to look after a few of these - one of the more interestingly odd bits of my working life!
