So, there's been a lot of discussion about the new Quick Setting
notification bar and how it's not acting the way many of us thought (and hoped) that it should. Many people have said how they want it to behave, some want toggles with a longpress to get to the settings. +Chris Lacy

In my opinion it's a total mess right now. The panel is a mix of toggles (like rotation lock and Airplane mode), shortcuts (Settings, wifi, BT...) and even a setting pop up (screen brightness). It's a total mess - no consistency at all. I think that it will confuse people.
Here is my suggestion - make the big buttons toggles and add a button to settings beneath it. This will work for every kind of toggle except the top row. I would prefer that the screen brightness is controlled without the pop up, instead it should cycle through Auto > 0% > 30% > 60% > 100% (> back to auto again).
I sketched up a crap up on the two bottom buttons, to get a feel of how it would look like.
