The problem is that most videos, especially video ads on YouTube, don't benefit the user. They are the brand showing what is important to THEM. The brand desperately wants the viewer to watch as much as possible to stick it in their brain. But, the user wants their cat video.
Watch the video below. GEICO did a great job of getting all the important information into the first 5 seconds, and then making the viewer WANT to watch the rest. They took away the burden and made it a joy. Can you do this with your videos?

So, as an advertiser, how is measuring served impressions ever valuable if I can get viewed impressions? It isn't. It is great that FB uses viewed impressions for Ads and apparently will start to for Page posts as well
