The fine was due to the fact that the business owners posted the address of the complainants, not because they refused to serve the cake. Josh was wrong here too.  (edit: I stand corrected. See replies.)

I am no lawyer. I can only comment on the words on paper. To my understanding, a finding of fact does not imply that any facts found were used in the final determination, and they clearly said that they did not count them. I can't determine more than that from my reading. If they considered it, it is not reflected in the document to my reading. They recognized those events happened  but said they considered them not serious enough (using the evidence provided them only) to make that a part of the decision.

I'm not sure that this issue is really important in the final analyses when thinking about the case. They found that the bakers did reveal private information that subjected the complaintants to more abuse. I think most of us can agree that it is reprehensible to do so. And the commission found that it wasn't even necessary to consider that fact to find the complaintants deserved the full amount recommended.
