This is consistent with my life experience. 
Despite finding that individuals have a greater tendency to honor, the intent of mobsters most are fool you. This quote is fallacious.
The quote is exaggerated -- civil servants sometimes keep promises -- but I don't think it's entirely fallacious.

Mobsters are at least able to keep their promises. Civil servants are more impotent than dishonorable. They may make promises they're powerless to keep.
