Given the state's $16B in the hole, it might be nice to dump this revenue into the general fund, but dollar bonfire equivalents are more in keeping with CA's fiscal style (and in this case are probably beneficial to CA in general even if the revenue raised is completely wasted.)

I was surprised that CA's cigarette tax is so low (.87 vs 1.46 National average). Even with the $1 increase, it would only be 25th highest.
Even if you took all the tax money, raked it into a big pile and set fire to it, it would be a good thing. Reducing the rate of smoking will save the state billions in medical costs.
