Considering the decline in off licenses anyway that means that you wouldn't be able to easily buy alcohol for consumption in the home. I'm sorry, but why should anyone dictate whether or not I get to have some cider on my birthday.

How about this: persuade supermarkets to pay for an awareness campaign about the dangers of excessive alcohol consumption.
It does seem a bit nanny state. What next - stop supermarkets selling sugar so people don't get fat?
And eggs - don't forget about cholesterol.
