Agencies need to do 2 other things as well:

Hire generalists - these are the folks who can take a bird's eye view of the problem and devise a strategy within the whole of the agency's offering, not just s solution in a niche specialty.

Don't staff according to clients, staff according to the agencies ability to support a specific level of business. This would reduce the fire/hire cycle that hurts the bottom line, morale and the industry in general.
