I'll go with the one on the left and say that it's for Obama Care and purely because of how it has been presented with the consistent use of circles of different sizes in a circular pattern. The one on the right uses various shapes and the colors and pattern suggest its presenting an argument to oppose.
+Vusi Sibiya - you're right. The Obama folks did the left-hand one; his opposition did the "Isn't it complicated?" right-hand one...
