Interesting read for anyone doing or considering Agile development

I am a disruptive government hacker.

I do this by asking open, leading & naïve questions, i.e. loaded questions designed to highlight lack of knowledge, which will hopefully result in a subjective answer that improves understanding.

A bad example would be this: - 
“Will digitising public services be the final nail in the Post Office's coffin?”

Actually, this is a closed question, as it could be answered with a yes, no, maybe, I don't know, no comment or some combination of expletives.

But a closed answer can be opened with the follow up question, “Why?”

I asked the initial question above at Civil Service Live, an annual event where civil servants interact with each other, suppliers and other support organisations.

It got some good answers, the best being that the Post Office should become a leading assisted digital provider.

So, my question to fellow local government disruptors: -

How do you combine open and closed questions to disrupt digital services, please? (and do you have some good examples)
