Is that why they swim so fast? (to get away from the evidence)
 
In Singapore, they are so technologically advanced they issue you a PH sensor which you clamp on your swim wear.  When you leave the pool, they inspect the sensor.  If the color changed, you are guilty of a public health infraction and fined $100..... lol.... (just joking, but seriously, won't this work?)
