allowed to legally leave the scene, without a sobriety test of any sort? Because "no one got hurt"? Seriously?
The minimum she should have gotten was "Reckless driving". Three witnesses saw it. She should have been tested for sobriety or other undue influence.
What I definitely want to know if this child has priors. If so, she could end up serving a harsher sentence and/or stiffer fines/penalties.
Perhaps send it to the local Probation Officers and see if anyone recognizes her...
Definitely send it to the arresting (non arresting, in this case) officer's supervisor.
