Like it or not, these standards are being implemented for podcasts already.
For example, most podcasts are on iTunes. iTunes Radio already uses Sound Check, which is a similar loudness-matching system to the one in this video. I think it's likely that Sound Check will be enabled by default in the future, in which case all users would hear the audio loudness-matched, unless they choose to disable it.
Bear in mind that loudness-normalisation can be applied to audio after the fact, even if you choose not to comply with the recommendations.
Having said all that, if you're not creating super-loud content, it's unlikely to have a big impact on what you're producing.
