Here's a guide I wrote about form tracking in GTM. It isn't easy. I might actually say that tracking forms is the most difficult thing (well, perhaps AJAX sites is even worse) to track in GTM, if you want to use auto-event tracking. This is because there are SO many different ways forms can be implemented, with SO many different submission handlers, conflicting scripts, unorthodox HTML markup, etc. to make comprehensive tracking a pain.
This isn't a troubleshooting guide, although I do pick on one of my pet peeves: ASPX pages and their tendency to have a form wrapper.
