Leaked memos from the White House Counsel's office, obtained by USA TODAY, show that Obama's pardon policy is modeled largely on President George W. Bush's -- despite his promises to be "more aggressive" in his use of the pardon power.
President Obama would "very rarely, if ever" grant pardons for major drug offenses and gun crimes, according to White House memos on his executive clemency policy that reveal a cautious approach to his pardon power.

Schoolhouse Rock didn't explain this part. According to my high school civics textbook, the president can either return a bill with his veto or -- if Congress has adjourned -- issue a pocket veto. On Tuesday, Obama did both -- setting up what could be a constitutional clash with Congress.
Obama uses a controversial -- and some say unconstitutional -- tool called the "protective return pocket veto."

George W. Bush gets the most expenses of any former president, with pension, travel and office expenses reaching nearly $1.3 million a year.
Former presidents receive a $203,000 pension and expenses of as much as $1.2 million, but a bill introduced in Congress could change that.
