Rocky Mountain Power is proposing a fee for solar and wind users who are hooked up to the grid to "pay their fair share" of fixed grid costs, which are mostly built into the kWh price of electricity. This is wrong, and while it may partially solve one problem, it creates a bigger one. Should fixed grid costs be evenly spread across all customers, regardless of how much they pull from the grid? Should those generating clean electricity and selling it to the power company have to pay an equal share? If the answer to both is yes, and that's up for debate, then it needs to be truly equally spread across all users as a flat fee, without solar specific fees.
