The new Google Display Planner in AdWords combines 3 planning tools in one place 

We’re integrating three of our  classic tools — The Contextual Targeting Tool, the Placement Tool and the Google Ad Planner — into the new Google Display Planner, a new unified research and planning tool, bringing you targeting ideas and estimates that can help you build better display campaigns. The Contextual Targeting Tool and the Placement Tool will be sunsetted in the next few days, and Google Ad Planner will be deprecated sometime in early September.
