Not sure if it would work for your use case, but you can have the Job DSL plugin delete old jobs when you create new ones.  See the "action for removed jobs" field in the DSL seed job configuration.

In my case I might be able to have that action performed when stable is rebuilt after a merge. Interesting and totally warrants further exploration!  Thanks for the tip.

The Jenkins SCM plugins usually only deal with checking out files from source control. You will probably need to create a build step that runs a batch file (or maybe Powershell - sorry, I'm not very familiar with Windows these days) to check in changes.
 
We are using the standard #TFS Jenkins plugin to get the latest file. Also there is a need to checkout, handle content of some files, and check in again to finalize the buildjob. So far I was not able to configure the plugin to checkout and checkin !

Have you got any other recommendation's which plugin I could use?
