Yes, they replace the carrier antennas. Instead of using towers, you scatter those things around the city. They are LTE based, but he says that any pCell can in principle use a different protocol (so, it could probably replace WiFi as well).

My problem with science videos on YouTube

Let's do a little experiment; watch the following two videos (they are linked to each other, but I'm putting both here for clarity):

How Special Relativity Makes Magnets Work
MAGNETS: How Do They Work?

Now, given only the information from those two videos, try to answer this question: why does a permanent magnet interact with an electromagnet?

My problem is: you come out from the videos thinking "Now I know how magnetism works!". Instead, you should come out of them thinking "Now I want to know how magnetism works!"; or at the very least, aware that there is more to know, and having respect for the people that have spent a lifetime studying these things in order to somewhat understand them.

The delusion of knowledge is a bigger problem than ignorance; in fact, ignorance is not a problem when you are aware of it.
