The SOCAP answer is hard and calls for breaking the 51 states down to 7 contiguous regions common interest culture and if you don not fit in locally there has to be a redistribution of residences.
Reducing the governmental overhead and transferring 800,000 of current prisoners though a resettling process into regions where they would not have not been jailed in the first place would pay for the resettlement.
There would have to be areas set up to accommodate people whom could not be fit in, but they would truly accommodate them rather than punish them even though some people could never leave the facilities by the order of various courts
