Port-forwarding has never been so easy in the last Chromium build. 

All you have to do to access a web server running on your local development machine from your Android device is:
- Run Chrome for Android Beta on your Phone.
- Make sure USB Web Debugging is checked in "Settings" > "Developer Tools"
- Plug your Android Phone to your local Machine through USB
- Launch last Chromium build
- Enable the chrome://flags/#remote-debugging-raw-usb flag
- Go to chrome://inspect
- Configure Port Forwarding by clicking on the eponymous button
- Enter any local URL and click on "Open"

Nice addition is a red light that will pop up if an error occurs during the port forwarding process.
