To summarize: The 787 is a massive PROJECT MANAGEMENT failure,  much more than an outsourcing failure. 
You never see the PMI say anything about the uncountable catastrophic failures managed by their graduates.
Sometimes this also happens even with all the engineering in house. Look at what happened to Airbus with the wiring of their A380.
