Topeka failed my 3 Strikes rule. Twice, steak was raw, not rare mind you, but full-on raw. I ordered it medium rare. That's visits, two strikes. The third visit was just for a glass of wine after dinner elsewhere (Topeka is near my home). It was supposed to be their best red, but it was rancid. That's strike three. I will never return to Topeka.
