Does anybody have an idea on how to create Dawnstar's tracking ability?

For the ones not knowledgeable, Dawnstar is a Legionnaire from Starhaven. As a Starhavenite, Dawnstar was born with wings. She possesses the ability to fly at faster than light speeds in the vacuum of space, and a “super tracking” ability that allows her to locate virtually anyone, anywhere.

The flight part is easy to convey in game mechanics. But what about tracking/telelocation?

I was thinking Super-Senses Tracking and - mostly - Telelocation with higher levels themselves, as used with Princess Projectra. Something like this:
Additional Sense ["Telelocation"]
Enhanced Telelocation ["True Sight"] 9 or 10 (would it be too much?)

What do you all think?

My favourite legionnaire: Matter-Eater Lad!

Matter-Eater Lad (real name Tenzil Kem) is a superhero in the DC Universe. He is a member of the Legion of Super-Heroes and possesses the power to eat matter in all forms, as do all natives of his home planet, Bismoll. He first appears in Adventure Comics #303, (December 1962).

In Great Powers, there's an extra for Super-Senses called "True Sight". It allows the character "to see the true appearance of any object or person, bypassing disguises or concealment. This power penetrates any means of hiding something’s true nature, whether physical, psychic, illusionary, or magical. In some cases, an Awareness test against a concealing eff ect may be required."

My question is: does it need levels of enhancement to show how powerful it is or is it okay by itself?

Triplicate Girl (or Triad) was created in 1961 by writer Jerry Siegel (the co-creator of Superman) and artist Jim Mooney. She became the very first Legion recruit following its three founding members, making her the fourth Legionnaire overall and the Legion's second female member (after founding member Saturn Girl).

Here I come again, asking for the collective expertise of you, ICONS gamers.

1) Does Alteration Ray with Offensive extra and limit (I quote, for ease of reference: "Your Alteration Ray can have an effect that is more detrimental than beneficial. For Density Ray, the target does not gain Strength, but still loses Coordination") have the same effect of Gravity Control with the Increase limit?

I'm not talking about the point-buy cost or Determination cost, but the effect of the powers. Are they the same? In my opinion, it sounds so, but I'm not sure.

2) I want to create a villain which is basically a series of clones of a perfect human specimen. They can be downloaded with skills and knowledge specific to their missions, and also they are able to duplicate any action they see (any physical skill or fighting style). Ability Boost seemed to me to be a good choice, but I'm still bothered about the "one-level-lower" reduction time. What do you all suggest?

As in the Origin Story part, it's stated that "he correlates data on unimaginable level" and "his incredible memory allows him to retain knowledge of events that all other characters forget." With his "twelve lines of thought", he could plan ahead what the opponent would do.

Rereading the stories with him, I've seen how underdeveloped and badly written he was. In right hands (Mark Millar, maybe?) he could be the most fearsome villain of the 31st century.
