Brilliant article calling for citizen-centered government service.
The Citizen Experience of Transparency Portals
CX, UX, Transparency, Open Data I suppose being a former anthropologist I have an overdeveloped interest in classification and precise descriptions. The citizen experience (CX), the user experience (UX), transparency and open data all have some overlap but ...

This 404 page is amazing.
http://www.acm.uiuc.edu/sigarch/projects/sensornode/

The page, which features a textual readout of the depressed musings of a Web server unable to provide a request by an online users, comes courtesy of the student chapter of the Association for Computing Machinery at the University of Illinois of Urbana-Champaign.

"It's not pretty when a web server cries."

DATA Act passes U.S. House

In September, House Majority Leader said that he would bring the DATA Act to the floor for a vote.
http://youtu.be/Ul0jpfKxg7E#t=6m52s

Today, he did. The bill passed the U.S. House of Representatives by a vote of 388-1 this evening. http://twitter.com/GOPLeader/status/402586758409248768/photo/1

Bill text: http://docs.house.gov/billsthisweek/20131118/BILLS-113hr2061XML.xml

“The American people deserve a functioning government that is both open & transparent,” said Mr. Cantor. "The DATA Act is an important step to achieving this goal because it will publish federal spending data and transform it from disconnected documents into open, searchable data for people to see and read through online."

The bill that passed the House (more here
http://datacoalition.blogspot.com/2013/11/data-act-passes-us-house.html & here: http://www.foreffectivegov.org/blog/congress-moves-closer-data-act-passage) is the same version that a coalition of open government advocates support:

The one that passed the Senate HSGAC Committee was modified.

We'll see what the full Senate votes on, if it's brought to the floor, and what comes out of committee if it is passed.

A sub-project from data-hk - DataTwo (數據易) has beta released.
http://datatwo.data-hk.com/
This is a Ckan Portal which wraps up all of the Hong Kong open data dataset from Data.one (資料一線通), unify the API for developer, and provide a convenient user interface to Hong Kong citizen.
We are welcome other volunteers to join this project to add other dataset, and add new extender to the portal, as a lot of data.one data are not in proper format i.e. CSV start with some paragraphs, and incorrect request header for XML data.
We could share the Development platform for yours, if you are interested in this project!
