funkylady, an othello-playing program from the 90s, called this strategy "potential motility" and didn't need to have an opening book of moves while winning most of the games it played. This strategy works almost everywhere, especially where the rules of the "game" aren't constrained into artificiality or are strictly unforeseeable.
Many people think power grid is a pure economic game. It isnt. It's an area contol game with a very strong economic component. Ignore the area control aspect at your own risk.
