Go into space, grab some asteroid that nobody else wants anyway, tow it a little closer to home... you've got yourself a near-Earth shuttle base.

I have no idea whether this is absolute genius or the worst idea ever, but I love how audacious, long-term, and creative space scientists have to be. Filling a rocket with explosive fuel, putting people inside and shooting it at the moon was a pretty wacky idea too.
