If I were him I would set up a raid accessible through LAN (I think that's just a NAS) and when an editor starts a new project, they will have to swing by the office and grab the footage off the NAS to then take home an edit. You could even acquire a NAS that supports thunderbolt so you can transfer files 20x faster than your gigabit LAN. When I was editing the one time I got to use thunderbolt I remember transferring 10gb over thunderbolt v1 (10Gbit/s) in a matter of seconds. It's pretty mind blowing when you're use to dealing with mass data over primitive technology. I'm pretty sure thunderbolt v2 is 20Gbit/s which is even crazier. I think this would be the most efficient way of transferring files as is it fairly self sustaining as long as the files are organised.
I hope this helps and somehow gets to you.
