With natural gas growing quickly some fear it will crowd out the opportunities for renewables, but “If we build out our natural gas infrastructure properly, more renewables will indeed come.”

Thanks.  So it’s not at all true that “46 percent of the pipeline that exists today sits idle.”  
From page 22, “Average capacity utilization between 1998 and 2013 was 54%”

If given a case where 100 wind turbines each with 1 MW rated capacity were each generating 540 KW, thus all 100 running at 54% of capacity, with 46% of capacity unused.  That would be like claiming that 46 of 100 wind turbines sit idle when in fact all of them are in use.
