I've been using Wi-Fi calling on all my android phones for years now through Hangouts and Google Voice, so what could possibly be the big deal (other than AT&T sticking some of their operating costs on me, since I'm paying for the Wi-Fi. Imagine if trying to buy botteled water you get an empty bottle and are told to fill it up yourself. Also if your device is not compatible with Fi just enable Wi-Fi calling on hangouts and make unlimited free calls, duh)
