Yes, it is the right decision for Detroit. It would be for a family, a state and the US. Living beyond your means gets you in trouble.
These are all tough decisions.  Would like to know what alternatives were considered in order to reduce the Detroit budget by $102 million.
This was good. But, they could cut some of there staff too. Save that money for police.
barring an increase in revenues, the only thing to prevent layoffs and maintain basic services is a pay cut. the question to be asked, though,  is the city reducing outside vendor costs? Are those books open for true fiscal investigation? Cities often cut workers but the balance sheets are only for show, because the vendor costs are not considered.
