The piece talks about how the iPad can be remotely wiped clean if it's ever lost or stolen. So, they have been thinking about. Doesn't seem you could just email the playbook though (that'd be one large file).
 
I read the article.

Never underestimate the power social engineering - even with the precautions listed in the article, all it takes is one player to install a malicious app, check a phasing website or a facility employee to circumvent security long enough to do damage.
