Interesting find, it would be cool to run some tool on it and see exactly why that site is still ranking... It has to  be some sort of positive signal.
 
They are using Adobe Test&Target. If you view the source for the page, you'll see a reference to /js/mbox.js & also a function call to mboxCreate, which is used to define tests. For me the page I was served and the Google cache are identical, while that doesn't meant they aren't cloaking - it might suggest it is more likely what you witnessed was simplpy Adobe Test&Target in action.
