This is just a third party service offering a B2B AML platform for financial institutions that need it in order to offer Dash. Dash is not changing in any way to accomodate this. This is directed at raising adoption in the enterprise market. There are plenty of 3rd party services like this for Bitcoin and now there is an option for Dash, but it has nothing to do with the protocol.
