What I mean is that during the problematic generation described in "West Side Story" the cops outside of the one they had a problem with were extremely capable. During the even more of a problem Sixties, it seemingly slid, and collapsed by the Seventies. By the time of the Eighties it did. By the Nineties it returned. Now we've got the best. Having typewriters instead of computers will make them think. More Americans use computers and spellchecking programs to do things....
