EMC exchange error : An Active Directory error 0x8007203B occurred when looking for global catalogs in forest

dcdiag error : exchange LDAP bind failed with error 8341

Check for time synchronization between DCs. This was problem in my situation.

First check that PDC is in sync with external source.
Then check other DCs are in sync with PDC.
After that check that exchange is in sync with one of DCs.

For checking & setting you can use w32tm.exe

Several commands which you can use :

#Configure PDC emulator to sync to external time source:
w32tm /config /manualpeerlist:"time.windows.com" /reliable:yes /update
net stop w32time & net start w32time

#Configure a client computer for automatic domain time synchronization:
w32tm /config /syncfromflags:DOMHIER /update
net stop w32time & net start w32time

w32tm /resync /force

#check time difference
w32tm /stripchart /computer:time.windows.com /samples:10 /dataonly

You need to restart Microsoft Exchange Active Directory Topology service after changes or you can restart exchange server.

Do you maybe run DC inside hyper-v?
