The Obama administration "closes the book" by refusing to prosecute even the Bush-era torturers who violated that administration's ultra-loose rules on what constituted the practice. Not only is this shameful -- nothing new for this White House -- but it invites future presidents to reinstitute as routine a practice Obama has claimed to abhor.

ofc ... I think we all know the parties are only different on meaningless symbolic wedge issues.  When it comes to the big stuff like oversight, corruption, etc there is no difference hence no prosecution or talk of reform.
What any politician says, and what said politician actually does are far to often at odds with each other.
Basically this means that the White House fully supports their actions .
