Observe: Influence and Motivations

To predict the future,  Mike Myatt says leaders must understand people and their motivations.  He recommends engaging people of influence and observing the decisions they make, because as the old axiom says, “talk is cheap”.  He adds, "There is no reason to be surprised by people’s behavior, unless you’ve failed to observe it."

I see his point and think it can apply to matters of transparency, too. If leaders seek out data that would motivate their decisions and share it with related stakeholders,  they would all be able to predict the outcomes more precisely.  In this way, accountable decisions could be made openly and be observable by everyone potentially impacted.  It's a broad thought and needs more context.  If you've any clues, please let me know.
