If this is a medical condition then any disciplinary action taken (even if just a citation) could be seen as discriminatory and grounds for indemnity. Though I'm not sure if at will employment legislation if in force in MA, nor if it's applicable to federal employees. At any rate, this shows the typical bureaucratic tripe that exists in all public sectors the world over.
