+John Townsend - presumably it is too cold for anyone walking outside to try peeking rather than holding oneself with chin down and hurrying, while it is too low an amount of light due to far more nordic latitude so curtains would mean need of spending on light and economy does not allow such waste while ecology benefits from economising. Also the general population isn't all that huge or thick. But as a matter of fact few of our upper middle class neighbours in our small town in UK had curtains, and unlike Germany there were no blinds provided either; the real estate agents joked about decency of English in not peeking into neighbours' homes.
