I really value transparency and full disclosure more than almost any other political reform. This helps, as do orgs like ProPublica and the Sunlight Foundation. 
Unless the forms are written on typewriters or something all of the data is already in electronic form. They are clearly just trying to make-up any excuse possible to weasel out of showing what's really going on to the FCC and the public.
