Well I would certainly like to see Capita take heed of this and see if they can develop sites and software that meet the design needs, actually work as planned, and come in on time and on budget

This is definitely powerful principle. I think all gov't should adopt this.
The uk government are a bunch of thick greedy idiots who are only good for making the life's of the general public an epic task.
I wouldn't take web design advice from the people planning to spy on the internet access of millions.
