I agree with all 3 of your points Linda - Training, Procedure/Policy Documentation and Open Communication are critical to a bank's compliance commitment. I would add a fourth - A Culture of Compliance - where following the rules and avoiding risk is prized by top management over quick profits. Without that, all the rest is pure lip-service.
