Retrofit Czar Effective for San Francisco

#SanFrancisco Mayor Ed Lee’s 2012 appointment of “Retrofit Czar” +Patrick Otellini has proven effective as a political, social, and economic measure to promote city-wide seismic resilience, an action item critical to the long-term well-being and prosperity of San Francisco.

Rather than “languishing on the shelf until the next big trembler strikes”, retrofit mandates and financing programs have progressed with effectiveness, scientific rigor, and public support.

+USGS seismologists forecast a 63% probability that an #Earthquake of 6.7-magnitude or greater will strike the #BayArea in the next 30 years.

Political and #StructuralEngineering efforts are successfully advancing to mitigate the seismic vulnerability of San Francisco’s #SoftStory building stock.

World’s Best #Architect+Bjarke Ingels

With his redesign of 2 World Trade Center, Bjarke Ingels ( +Bjarke Ingels Group / BIG ) gains the distinction of World’s Best Architect.
 
Ingels’ new scheme replaces that by Norman Foster ( Foster + Partners ) as the final tower slated for construction at the World Trade Center site.
 
The non-binding agreement between site developer Silverstein Properties and principal tenants 21st Century Fox and News Corp arranged to scrap the previous work by Foster + Partners in favor of BIG’s stacked-volumes scheme that will blend the Tribeca and Financial District neighborhoods with a series of stacked terraces on the Tribeca side and a slim-tower profile facing the WTC Memorial.

Architectural Preservation vs. Urban Renewal
Balancing landmark policies and the freedom to build

+Architectural Record Editor in Chief Cathleen McGuigan recently wrote of the 50th anniversary of New York City’s Landmarks Preservation Law, created not in response to the demolition of Penn Station to make way for today’s Madison Square Garden (as is commonly believed), but in response to the 1965 demolition of the Brokaw House, a French Renaissance mansion built in 1888.
 
Upon withstanding a Supreme Court Decision to preserve Grand Central Station, the Landmarks Preservation Law, deliberately vague and all-encompassing, went on to become today’s model legislation for architectural preservation.
 
Jim Epstein of reason.com makes the interesting point that stringent preservation “bulldozes the future” by not allowing developers to build anew.
 
Indeed the line seems tenuous between honoring the layers of history while encouraging development and renewal within the construction markets of today.
