Depends on what the roaming data rate is.

I am happy paying 6$ per day say for Fair use unlimited. But not 6$ a mb.

You also have the option of Dual Sim handsets, or if you are hacky using a Multi number SIM and cloning a local SIM onto it.

Again this is really a problem caused by excessive data roaming charges. Free Wifi will always be crap in most Metro/Urban environments due to spectrum scarcity until we have some sort of true adaptive/cognitive radio standard for Home Wifi networks.
