Why don't they prosecute the individual human beings who actually perpetrated these crimes? A corporation is a legal fiction and can't commit a felony by itself; actual people are the criminals, but I don't hear anyone talking about prosecuting them. 
As much as prosecutors may want to punish the banks, which are accused of rigging the price of foreign currencies, they are mindful that too harsh a penalty could imperil the businesses.
