In response to your question "why do they need this?" about the school district getting an MRAP that will "only have medical supplies and teddy bears on it"...   It's about desensitization.  Every time these roll out we get more used to seeing them on the streets.  Without a war to fight, all those defense contractors need to sell their shit to someone.  It's also important to remember that we're sold on "because terrorism" as to why these are cropping up, but it's been going on since long before 9/11, when LA county got their first armored vehicle for smashing in drug dens.  It's big money and big business, and the sooner it feels 'normal' to see these in action, the better the people involved like it.
